@Davejjjjj-ING I think it's more likely that they perceive certain things as bot activity.
I've done some fraud/abuse detection work in the past so I say this with at least a little bit of professional experience and insight. A group of reviewers working in coordination in an area would bear a strong resemblance to bot activity or system abuse. I think this is a correct judgement, too. We've seen plenty of cases recently where local reviewers worked in coordination to circumvent Niantic's rules (in other words, blatant cheating), and I would expect that they have tuned their algorithms to be more sensitive to this sort of behavior.

I think that the magic word here is coordinate. Try not coordinating for a while, everyone make their decisions independently, and see if you stop getting cooldowns.

Okay, if that's the way things are, I agree with your assessment of this being ridiculous. Keeping in mind that I'm a newbie here, and there's much I don't understand yet, I think I may have run up against this cooldown without even knowing what it was. When I go in to review, it only shows me a message "Good exploring. See you next time!"
I live in a rural area, so I supposed that there were fewer submissions here and perhaps Wayfarer had run out of proposed Wayspots for me to help review. I have only gone through a few hundred, and thought I had been doing a good job. Out of the blue my rating was bumped from good to fair due to a reason that isn't disclosed to me. (Hmmm, scratching my balding head.) Let's go to the community forum and investigate! Then after reading a few discussions, I discovered that I may have been a little too speedy going through the POI proposals. Yeah, I get it, we want to be careful here and make sure to be thorough. So I slowed down and made sure I was consistent and paying attention all the time. Bang! This is the third time now, "Okay, we don't want any more of your help today." I guess I wouldn't be as annoyed if I had received a tiny bit of feedback on what to do differently.
Like I mentioned, I'm new here, so be kind if you can. Am I missing something? Am I totally off-base? Have others had this frustration? Thanks

There is for sure a school marker.
Evryone who doesnt understand Portuguese will have difficulties to figure out, whether this is a K12 school or not. The problem is not only the language barrier, it's also non existent knowledge about your countries school system and how this fits the K12 definition.
So again: You are the one, who is in charge to prove this.
Start to understand, that we only want to help your god damn appeal. Without this proof your appeal is hopeless.

I can confirm that this is a residential complex "Parkove Mistechko" and drawing is on the balcony. I surely must propose drawings on my walls as portals on this logic

Why was such a portal accepted at all? And why is Niantic refusing to delete it ?! That is a clear violation of the rules. I think that's a bad joke right now.

Someone in our city's chat reported that they had a nomination that was sitting in queue since 2015-09-02 in Tongatapu (Tonga) which was also upgraded, so I decided to help them by putting my bonus location to Tonga. Soon as that happened, that nomination appeared on Wayfarer to review and now it's In Voting! Note that that happened back in September...
... and it is still not live despite knowing a handful people (less than 10) that have put Tonga as their bonus location. The country has mostly amazing nominations and several duplicates, but yeah... looks like the bonus location really needs to be more effective or allow people to help these sparser areas. Wouldn't mind a second bonus location.

Re: cemeteries are allowed?
Generally cemeteries (funeral chapels fall under this as well) are considered a sensitive location and are not eligible. How ever if there is a grave of a significant figure to your community or famous person that is 50+ years old it may be eligible.
My rule of thumb is I avoid nominating anything in a cemetery. They aren’t really an appropriate place to be playing.
