My point was that medical facilities could be viewed as sensitive due to the nature of what happens there. I'm ok with an art piece or fountain in a clinic or hospital lobby being a Wayspot, as long as it can be accessed by the public, and the public is not intruding on the care of patients.
If there's a piece of art next to a patient room, I would consider this a sensitive location, as many patients tend to want privacy. Said patient may also be very ill, have family members around, and even if it's a worker, i don't think they'd want them exploring a Wayspot at the art outside of the room. Many newer medical facilities, or those that have been remodeled, have brought art into the wings, to brighten the environment up for all allowed in the area.
There are many veterans that have special needs for their medical care, and they may have a hard time letting others in on said care, thus why I see a VA clinic or hospital as being sensitive.

Another thing to try, contact your State and County Historical Society, and the State Historic Preservation Office. The Historical Society will have a list of the Historic Markers they've put out. The SHPO will also have information on historic buildings and sites.
Re: Flagged as a duplicate when there's nothing there
My guess is that it was incorrectly marked as a duplicate of the one at 53.435530, -2.967344. It's hard to say though as the picture doesn't always get added when Niantic mark things as duplicates.
I will say you didn't do yourself any favours by giving it an identical title to at least two other wayspots in the park though. They might've marked you down on distinctiveness for that.

Everyone is entitled to an opinion, no one is trying to claim otherwise. Yours is very clearly in the minority here, but you are still entitled to it. You are being very acerbic with the way you're presenting that opinion though (it honestly feels like you're bordering on trollish behaviour), and that's likely why you're getting the replies that you are. A little bit more courtesy and politeness would likely earn you the same courtesy and politeness from other users (though I don't expect the number of disagrees you're getting to go down, as clearly a lot of people do disagree with your opinion, and that's completely valid).
I wholeheartedly disagree with the fact that users are getting warnings for things that have been (and to all intents should still be) prime examples of perfectly acceptable wayspots. I also wholeheartedly disagree that they're low quality wayspots, as that's somewhat subjective and they do exactly what they're meant to do - get people out exercising and navigating trails.

- We're not given what exactly triggers the AI/ML.
- What I can say is that mileage may vary.
When you say people hang out, do they do academic requirements collaboratively or is it more of socializing? I'd bump up what interactive activities can be done there and past/recurring social events but the articles point to being more of a workspace than a social space.
The room can also be seen as a part of a larger POI. It is not very established what activities would be held in the room wrt criteria vs the building as a whole, one can argue that the building itself is the center for academic exploration and resource center for <Insert Area of Study>. Even then, this argument will have split opinions IMO.

Are you selecting "Upgrade" or "Upgrade Next"? You can apply an Upgrade if you have one. If the button is grayed out, then you don't have an Upgrade to use.
That error where you can't apply an "Upgrade Next" to an in-voting nom has existed ever since they brought back Upgrade Next after removing it when they gave us the ability to turn "Automatically-apply Upgrade" to off in settings.

The discs (or whatever) might be identical but the way they are fixed to posts, fences and generally positioned usually make the trail markers easily distinguishable from each other - I don't think I've walked a trail where it's difficult to tell points on the trail apart. The point of trail markers is to clearly mark a route, and the authorities who position them are generally very good at their job. Try walking a few trails and see if you have difficulties, I doubt you will.
