Edge of the curb is fine so long as it is on top of the raised part of the curb. As for being in the driveway, then I would consider it as interfering with private residential property and would rejected it as such. A Wayspot should never, in any way, block access to someone's private home. I would also treat any object that is at the path leading to the house the same as I would the driveway.

I consider teaching someone completely unaware about S2 cells is itself an abusive act towards the map.

The main photo has a lot of recognisable faces in so that needs removing anyways.
As for it being removed in Pokémon GO only, businesses and such can ask for geo-blocks on areas or having a certain game blocked from having it appear if they have issues with users of that game.
It still exists in the Lightship database so seems it has been one of those kind of requests.

You can have as many Wayspots as you want in a cell. However, only one per S2 L17 cell would appear on Pokémon GO.
In Ingress, if they were all 20m apart from another Portal, they would all appear.

No, it's gone. Bet it was flagged.
My point was that medical facilities could be viewed as sensitive due to the nature of what happens there. I'm ok with an art piece or fountain in a clinic or hospital lobby being a Wayspot, as long as it can be accessed by the public, and the public is not intruding on the care of patients.
If there's a piece of art next to a patient room, I would consider this a sensitive location, as many patients tend to want privacy. Said patient may also be very ill, have family members around, and even if it's a worker, i don't think they'd want them exploring a Wayspot at the art outside of the room. Many newer medical facilities, or those that have been remodeled, have brought art into the wings, to brighten the environment up for all allowed in the area.
There are many veterans that have special needs for their medical care, and they may have a hard time letting others in on said care, thus why I see a VA clinic or hospital as being sensitive.

Another thing to try, contact your State and County Historical Society, and the State Historic Preservation Office. The Historical Society will have a list of the Historic Markers they've put out. The SHPO will also have information on historic buildings and sites.
Re: Flagged as a duplicate when there's nothing there
My guess is that it was incorrectly marked as a duplicate of the one at 53.435530, -2.967344. It's hard to say though as the picture doesn't always get added when Niantic mark things as duplicates.
I will say you didn't do yourself any favours by giving it an identical title to at least two other wayspots in the park though. They might've marked you down on distinctiveness for that.
