What @Shakananas-PGO says is true.
Each game has a proximity rule that determines whether a new wayspot will be able to be added to that game or not. In Pokémon Go they use an invisible grid of Level 17 S2 Cells with a limit of one Pokéstop or Gym per cell. So if you submit something in a cell that already contains a Pokéstop or Gym, it won't show up in Pokémon Go (though if the existing stop gets removed, the other wayspot then would be able to appear, so it's like having a backup in that sense). If you search the internet for the Pokémon Go Hub Comprehensive Guide to S2 Cells in Pokémon Go, it can help explain a little bit more.
Unfortunately, the Pokémon Go team believes it would break your immersion in the game if they were to use wayfarer terminology during the submission process, rather than Pokémon Go specific terminology. So they say that you're submitting a Pokéstop and don't mention anything about proximity rules, when in actuality what you're submitting is a wayspot for the Niantic Lightship database that may get used in the game you submitted it from if it meets the proximity requirements.
As for why they may end up in other games, the developers for each game are their own teams, and they set their own proximity rules for their game. For example, in Ingress, rather than using Level 17 S2 Cells, they have it so that a new wayspot needs to be at least 20 metres from an existing wayspot in order to become a Portal. In Wizards Unite, back when that existed, they used Level 18 S2 Cells instead. It's what each dev team feels is appropriate for the gameplay in their game basically.

And now, as I posted in a previous post.
Not anymore, there's a road on three sides, it's not very safe. Even the city is slowly moving this playground to other, better places, all that's left is a green area and a small plaza with benches and sand where not many people go anymore.
So my opinion:
What makes a place or object eligible to be a Wayspot?
A great place for exploration = no
A great place for exercise = no
A great place to be social with others = no (maybe a few years ago)
I'm trying to apply the Wayfarer criteria here.
So where is the imaginary mark to say that this place is acceptable or not?

If something ineligible is incorrectly approved, and the reason for it being ineligible is also one of the removal criteria, such as private residential property (like these two nominations were), then they are very likely to get removed if reported, because they're clearly not in an acceptable place.
Whether it was done by a member of the opposite faction or not is not relevant here, as the removal is correct. If anything, you should've reported them as invalid yourself rather than letting someone else do it. You're a level 16 agent, which I assume means you've been playing Ingress for quite some time, and that you've also had wayfarer privileges for a lot of that time (and potentially even OPR privileges you've been playing Ingress for a particularly long time). You should be aware of rules regarding private residential property, and if any similar wayspots exist you should also report them for being on private residential property.

This looks like a quaint little local spot. I would have approved.
Maybe someone put their silly hat on this morning and thought it was a grave, or something. A lot of the rejection reasons are quite incomprehensible 🙄

You will have to make sure they are not in a level 17 cell occupied by another waypoint. @HankWolfman-PGO you can probably do a better job explaining.
Sensitive Location?
Can somebody please explain to me how this is classed as a sensitive Location? It's on a gate of a public footpath, it's ideal for a waypoint.
Sometimes I feel as though some people in this community reject things for the hell of it without evening properly looking at the nomination.

Re: Historical building: is it possible to get it accepted?
This building is not private residential property and it is not single-residence property. The doorbells and mailboxes are located behind the gates, that's how it was done in 19th century.
There is another indirect proof I can show: you can check the frames of windows, in such buildings every apartment owner made renovation of their flat by their own, so the window may be different color or material:
I can see at least 5 different frame windows - meaning they are from different apartment owner.
