Additional information: I feel the rejection criteria were mistaken, The title is accurate as can be clearly seen in the photos, the niantic location map shows the bakery and barber mentioned in the description. It's also quite clear that this is not a temporary or seasonal installation and is a pretty distinct building.

There are different types of fountains. Some are eligible, whilst others lack pedestrian access and thus are ineligible. The eligible ones are typically ornamental fountains that are not located in the middle of a body of water, and instead self contained within their own basin. In such cases, the basin forms part of the fountain, and so because you can walk up to and touch the basin safely, this kind of fountain does have safe pedestrian access.

A fountain in the middle of a body of water is not self contained, and thus the edge of the body of water where you'd stand is not considered a part of the fountain. This kind of fountain is ineligible because in order to access the actual fountain, you'd need to be in the water, which is obviously not safe pedestrian access.
