If a Wayspot exists where it is pinned and doesn't show in Pokemon Go, then it was never going to show in Pokemon Go. One game did not "ruin" another.
Whether a Wayspot will show in Pokemon Go has nothing to do with whether it is used in any other game. Google search "S2 cells and Pokemon Go" for an understanding of Pogo inclusion rules. They chose to keep this information hidden, but players figured out that something has to be alone in an L17 S2 cell to show in Pokemon Go.
Ingress makes the inclusion rule for that game clear to players - just can't be within 20m of another Portal.
If the Wayspot is not pinned correctly, you can still ask help chat to move it to the correct location. Moving a Wayspot simply for game reasons has been called abuse. So be sure it is actually a correction if you submit a location edit request.

They do not conflict.
Pokestops are limited by S2 cells, while Portals are limited by proximity <20 meters from another Portal.
When considering a nomination from PoGo, while you are still on-site, look at the placement screen and make sure the blue toggle switch is turned on. This will enable you to see all the other spots in the near vicinity. You don't need to waste effort nominating stuff that is already in the Lightship database.

They ask for that information because they need to be sure that you do in fact own the property. If they didn't perform these checks, then anyone could claim to be a landowner in order to get something removed for illegitimate or malicious reasons. By asking for documentation, which is subject to data protection standards, they can make sure that you really are who you say you are and that your complaint is valid.
In this case, the only course of action is either to leave the Wayspot where it is, or request removal as the property owner. As stated in my other posts, attempting to move a wayspot away from the physical object it represents is not a valid edit. Wayfarer doesn't care if people are gathering there to spin a Pokéstop. Wayfarer is concerned with creating an accurate POI map of the world, and what you were trying to do would be reducing the accuracy of the database, which like I said is not valid and could even be considered abuse.
If you really are the landowner and you really don't like people gathering (I'm not fully convinced this happens as the Wayspot is a regular Pokéstop, so there's very little reason to gather there), then you should request removal, at which point the Citizens Advice Bureau across the road will become a Pokéstop instead as they currently share a cell and each cell is limited to one Pokéstop or Gym.
Strangely I did notice that the suggested coordinates you provided happened to still be in view of that window but in a different cell. I'm sure that's merely a coincidence though...

Memorials aren't generally eligible unless they're for a significant person or an event, and they can potentially be sensitive objects if the person/people involved are recently departed.
Without seeing what you put for your supporting info, I have no idea who Win and Len Murray are or why they'd be considered important to the local (or wider) community, so I'd just assume they're two random insignificant people based on what I can see here and that the memorial would therefore fall into the ineligible side of things.
