There is no garden by the name "Jardim António Quadros". Googling for it attains no results ( https://www.google.com/search?q=%22Jardim%20Ant%C3%B3nio%20Quadros%22 )
The player faked Google Markers into Google Maps to influence the voting result.
In the area there are at least 4 more fake wayspots in the area converted using this method. None of them are visible through Street View or are even present in the area whatsoever, and are result of doctored images.

Please take action against these users and remove these Wayspots as them being in the network create incentives for further abuse of the system using the same mechanism.

This is a photoshop job, along with all others previsouly mentioned. Have a look at http://fotoforensics.com/analysis.php?id=69336ea003eec28afe7100d8191e33cf009c325e.234152 where you can see the different colour intensity of the plaque. That's a sign of an edit.
All of them are fake. Have a look at some of the sloppy work
