Bike hire places set up by councils/cities

So I asked this on the old guidelines clarifications, basically its bike racks that the city council have set up for people to hire bikes and cycle round, theres loads dotted about the city. My question is, woukd these now be acceptable (cassey said that they were like bus stops so shouldn't be acceptable that way) as they 100% encourage exercise and to an extent exploration

Unless Cassey explicitly say they are allowed, assume they are not until he officially states otherwise.
They said to ignore all previous guidance. So thats why I'm asking again, because they encourage exercise they meet the acceptance criteria, while not really meeting any reject one
Without a photo, going by the bike racks I know I'd have to say they are likely to be classified as " The object is mass-produced, generic, or not visually unique or interesting."
There's one in my area I'm sure would pass, because it has a proper unique name sign and isn't generic. Meets exercise criteria.
This is kne accepted years ago but it seemed to be a one off. The bikes in this are all for hire by the city council
