Waypoint Area covered in snow - acceptable?

I just reviewed this, and wondered if it would be a "Low quality photo." You can see what it is a photo of, but? Would you accept this playground?

The POI picture can get changed later on. Of coure it is eligeble.
It's winter, I expect that there's snow in many places and that's not a reason to reject a nomination.

No I think it is an OK photo. The photo made me ask the question in general, not asking to talk about that photo, just in general are snow covered photos an issue?
I personally passed a tennis court yesterday that I plan to nominate. It was covered in snow. I decided to wait till it is clear, as a tennis court covered in snow would not be much of a photo.
How does the fact that it is covered in snow change its eligibility? It may not be the best photo that could be taken, but we aren't here to judge photo quality beyond whether one is able to recognize the object.
I've sucessfully submited pictures of playgrounds in the snow - should not be a problem.
Same would go for ones at night. They are dark, but you can still see what it is. Hence my asking the question.
A night photo can be fine if the poi is clear and easy to see.
So it’s not about weather or lighting but clarity of the object. It doesn’t need to be perfect just clear and obvious what it is.
