How temporary is "temporary"?

While being quite artistic, this shipping container is only here to block traffic while COVID restrictions are in place... which is an indeterminate amount of time currently. Would this be acceptable, or count as temporary?

It would be temporary. Even if its duration at the location is not determined, it is not intended to be a permanent object.
If you look into it like this, not many things are permanent. I would say that container will not move from there. Especially when it's a huge container which was carefully painted, to promote their "drive-in" 🤔
...and herein lies the root of my question. ;) Two people seeing this from each 'side' of the possible answer.
The shipping container is blocking off traffic during the COVID pandemic, so this may be here for 6 months, maybe a year; maybe less, maybe more. However, it will not be intended to be truly permanent since it impedes their business traffic flow, and I have no doubt that it will be removed ASAP once restrictions are lifted.
That said, it is certain to be there longer than a "season" (I use this as a comparison because of Niantic's wording of "temporary or seasonal").
Y'know, I guess I wouldn't be fussed about it if it seemed that wayspots would be removed when the object is no longer present. I've tried to update these for removed items previously, and the wayspot removal has been declined.
If its to block tradfic because of covid it is obviously a temporary thing as covid will not be here for ever and things will go back to the way they once were. So no this would not be eligible
I suppose there is no specific time.
Consider the effort. You will spend time with the submission, a number of reviewers will spend time, decision could take months. When the container is removed, the portal needs to be retired. Someone needs to report it for retirement. If not, new submitters will see it and assume anything is fine and submit anything. If it becomes a gym, players will be upset because they lose their badge. All this for a few weeks or months? Really no other POI you could submit?
I would consider it temporary. Even if we do not know how long the Covid restrictions last, they are intended to be temporary. And vaccines are just now ready for going into production.
It's quite obvious that the object is only there until certain conditions are meet. Just because the time of its removal has yet to be determined doesn't mean that it is permanent.
