Problem voting

I have a problem, yesterday i'm voting and something came out that I had never seen before, it was an image correction or something like that, and no matter what image i select, it does not change to the next application, and when I gave it to skip, they put a cooling down and I have not been able to evaluate since then. Can a Niantic moderator explain what happened?
