Got this rejected.
Meet all the criteria so I don't understand.

We need to see the full nomination - photo, supporting photo and description. Also the reasons for rejection if you had an e-mail.
The mail do not especified the reason it was rejected.
My guess is that people thought it was on private residential property.
Is Street View available here? If yes, could you post a link?
Yes it's on an open alley, and myself uploaded the 360 view of the place. I guess I'll try again and just was a bad reviewer
Made sure the photosphere went live. Sometimes they are uploaded and don’t actually show up or another closer 360 photosphere is shown instead of yours. I think the reviewers probably thought it was private residence
