Are regular benches eligible?

Are plain park benches eligible? I've seen a few pop up that don't have a plaque or sign during my reviews within parks, along trails, or near some kind of natural water feature such as a stream or pond/lake. I deny them because they're not visually unique and have no historical or cultural value. Am I doing that right?

Ineligible as mass produced objects nor do they meet any of the three eligibility criteria.
