We need a "this is horrible submission" button
Okay, maybe it should have a different name or maybe we need a scale but we need something so Niantic could easily find the really really really bad ones. Like the one where people nominate their stuffy toy or the the tree in front of their house. Clearly ones that just clog up the system and will never become an approved spot.
This info could be used to:
* Quickly remove this submission from the rotation so don't waste the time of others
* Feedback to the submitter (and maybe suspend the submission of this user if this happens too often)
Right now it is just too simple to submit a really bad submission without any consequences for submitter, don't add value to the game, and waste time of the reviewers.
PS Technically the "abuse" reporting could be used but it is not really abuse plus it really costs more time for the reviewer.

If that happens, though, I'll have to learn enough Javascript to write a Greasemonkey script that renames the button to something more satisfying. (-:
I strongly disagree with the idea, not because I disagree some nominations are terrible but because Wayfarer, for the better and worse, hinges on the wisdom of the crowd to rate nominations. No single reviewer (or handful of reviewer) should have the authority to torpedo a nomination. That's a power that could easily be abused by ill-intentioned people to troll the system. On top of that, there's always the slim possibility that, as obvious of a horrible nomination as it might appear, the reviewer might be mistaken.
If Niantic wants to do something about people repeatedly submitting coal, they can do it based on current aggregated rated nomination. If someone has an average of 1.6* on their last 10 nominations, you know there's an issue.

This is happening in my local community. Believe me, it's even worse than you think it is.
I would imagine that maybe this would work if nearly all of the first third or so of the reviewers marked something as horrible.
A modified proposal would be that if a certain percentage of reviewers mark it as horrible the feedback to the submitter would include text like, "Many reviewers suggested that you should review the guidelines before your next submission. You can find them at [links to docs]".
I still like the idea of a fast reject, the button can act for 'this nomination received 1 star in multiple areas'.
We have just that though. If you 1 star ‘Should this be a wayspot?’ You don't have to fill in the other ratings area
It sounds great, but I can see the major flaw with your idea. Any incompetent reviewers would also use that button to reject everything they don't like, and it would add more angry submitters complaining in this forum telling their perfectly nominations were rejected because they're "horrible".
In the meantime, I would suggest there should be submit rating (not just review rating) based on the overall rating of their accepted/rejected nominations. Those with low submit rating will get penalized from decreasing number of nomination per 2 week, to access to Wayfarer suspended (if got caught abusing in Wayfarer).
I like the idea but agree with wandherring-PGO in that no one, except Niantic should have the ability to tank a nomination.
I would like a sort of Hybrid solution whereas the ‘horrible’ button would, if done once, just act as a 1* but if enough people use it it is flagged to Niantic for someone to look at whether they are simply bad submissions (e.g. a coffee shop that could be a waypoint depending on context but the supporting info sucks) in which case nothing or truly ridiculous (abuse or a photo of the cat with the reason it’s too cold to go out) in which case act accordingly.
In turn, people who abuse the ‘horrible’ button should also be punished because as reviewers, we should know the difference between bad and ridiculous.
