3 Pokestops not appearing in Pokemon Go, but are 20m apart please help me understand why?

It is the Basketball Court, the Church Sign, and Playground #2 that aren't appearing in Game. Can someone explain why that it?

Because they are in the same lvl 17 s2 cell of different POIs. That makes it ingress only POIs.

So How do I know where to put them? Like where do i go to find out if they are in the correct locations?
I am using pogomap.info for the s2 planning. Sadly, the map is based on community work, so you propably need to first add all the stops.

Easiest solution...
Put them where they are. If they don't show up in your game, that's just the way it works. Not ever valid POI can become a valid waypoint in all games.
Correct. I am most likely submitting for PGO, so I dont submit in full cells. The location must be correct, thats a basic.
