It used to be a valid one on the basis that usually a water tower is considered to be like a local landmark for a town, that people could see it when they enter the town. I'd argue it's still the case under the new guidelines, where it could fall into "Places to Explore", as long as it's not fenced up

People have to be able to walk up to the base of it these days. If it is fenced off then it should be scored as 1* - no predestrian access.
Fences have nothing to do with pedestrian access.
