Nomination location is accurate but keeps getting rejected

I have a nomination that has an accurate location, however it keeps getting rejected (a few people have nominated it in my community). The rejection reason was due to obstruction of a driveway or emergency services. It does not obstruct either, it is near a driveway but does not obstruct it. It is a built concrete pavilion for eating outside on a picnic table. Can I get help or advice on how to make it stand a chance at getting approved?
The only reason it went into a review was I applied an upgrade to it.

Show screenshots of your nomination and the location of the target. Otherwise it's just a quessing game what the problem is.
Is it best to post the screenshot in the picture option or the attachment option? I keep trying the picture option but they don't post.

Hard to see what could cause "obstruction of a driveway or emergency services" rejection. Unless it's on hospital area.
If it's not, add facts of the location in the description.
"Pavillion of Building X located in the common area of an apartment complex. A great place etc"
For the support photo and text use it to show how it's accessible. Photo from the outside of the pavillion with a wider context. The drinking machine is irrelevant (sorry).

Since these kind of shelters usually go through easily, I would guess that this nomination is on the grounds of a facility that will always get it rejected. Quoting the "rejection criteria" section:
Ineligible location, place, or object
It doesn't have to obstruct to get the rejection for "may interfere." Otherwise, if the location is a regular apartment building, use Kellerry's suggestions if you resubmit.
You just have bad reviewers in your area.
