Niantic will only accept location edit appeals if it makes the Wayspot more accurate. Moving the Wayspot just so it appears in a specific app's gameboard is classified as abuses in accordance to the latest AMA.
In all fairness, they did show that their proposed location was more accurate, just like I has stated above. But their initial argument wouldn't have gotten them anywhere had they not followed up with photographic evidence that the new location was more accurate.
