It looks like someone put it in a different cell to get it a PokeStop. Thats not necesarily fake, but its abuse in some kind.
the most you can do is reject it... and if it passes, then mark for removal...

Do not you consider false something that is very clearly displaced? His 360 is on the mark, I think I'm not very smart but that's a roof of a sports hall and with my visual ability I would say that it is quite displaced
The request should never be accepted, if it is accepted, we have some reviewers with bad criteria, I have not needed even 10 seconds and I have already seen that it is intentionally displaced many meters, if all of us who valued ignore everything, no there should be rules
For you to bear in mind, deliberately moving a POI from its location just to make it appear in one of the games is not a good cause to fake a 360 and move it.
