    I would reject that for pedestrian access. It's not visible in street view though street view is six years old.

    Thisis the location. You can see the same brick building in the background, and the power meter boxes nearer to the road.

    Life style is probably different down there in Argentina. I imagine it's normal for people to walk along that path next to the road. The proximity of the Gruta to the brick building which is likely single family private residence would certainly disqualify a local POI here, but along a public road in Argentina, as seen here, is probably different.

    I think it would be perfectly safe for me to walk on the shoulder of that road but would it be perfectly safe for 10-15 children to gather there for a pokemon raid? And would it look bad for Niantic if 6 of them were plowed down by a truck while playing a Niantic game in a non-pedestrian area?

    The description is

    There must be a pedestrian walkway or a trail leading all the way to the object. Remote nominations, such as those on mountain tops or on small islands, are acceptable if they can safely be accessed on foot

    I think there are situations where that can be bent a bit, but I don't think we should do it near roads.
