Recently i sent my waypoint request. but the local which I chose can't be reach by Google Street View because is on a Community know as "Favela" here in Brazil, and my doubt is if it may harm my request.

Streetview isnt necessarily the main source. In my country (Germany), we got almost no streetview. If you can still verify the location (with surroundings visible on the satelite map), it should be alright.
Streetview isn’t needed, it’s just helpful. In your supporting photo, try to include any other unique buildings/objects in the background - that way from satellite view, people can see them and be confident that the location is right.
If you truly are concerned though, download Google Streetview app and submit a photosphere.
As they mentioned, it's not required but helps a lot.
I'm more curious as to what would be eligible in a favela and perhaps should something be submitted in one?
Sure, they are not private single home so like a mural (not the street tag on the above image) could be eligible. But is is safe? Gringos don't know what favela means.
A friend of my Brazilian friend was shot to **** because he drove into a favela. That's why I'm worried.
I understand your worries, but I think, it is based on personal reasons. In total, you can access it and you are able to go there. Just because the crime rate might be higher there, it wouldnt make it unsave. So it should be okay.
I know what favelas are, and there will likely be lots of cool stuff there. There is no requirement for an area to ‘nice’ to get a waypoint in, perhaps some residents of favelas play PoGo, Ingress, HPWU or Catan (when it comes out).
Another thing, ‘Gringo’ is not OK to say.
I live here since 2008, And I never saw a scene of violence or brutality, in general it is a very united and peaceful community.
It sounded a little rude, but I understand your concern about what appears on the news about violence in certain places.
