Additional information: Like many other places in the world, Monterrey hosts a contest (on October) for street painters or "madonnari". They'll cover a section of the cobblestone street with beautiful pastels that will last at most a couple of weeks.
The first picture is from a video (https://youtu.be/q_d1h015i5k?t=121) so you can see the year in which this pastel was made. So you can imagine that one pastel from 2014 has no real way to perdure to this day.

In april of this year another pastel POI (made from the very same contest) was taken down. Hopefully the same will happen to this one.
Edit: Forgot to mention that the POI appears to be scanned (Scout controller in Ingress), and I'm sure the scan will show just cobblestone.
