Recent rash of unqualified submissions

Recently I have encountered a rash of unqualified submissions that border on abuse of the nomination system and an absolute waste of my time as a reviewer. The submission posted here now is the culmination of my frustration as a reviewer.
Is there a way to flag players for abuses and constant unqualified submissions?
Can there be a mechanism to prevent them for submitting after being flagged?

Wow, haven't had a road **** submission yet. Seen a few "adult educational" submissions, but not road ****.
i never came across anything like that, but Niantic will sort these out. Just flag them as Abuse.

Have you filed a report via the abuse form?
Problem is those supposedly take a while until Niantic takes care of them, and the thought that more reviewers - young people - will see this photo...
My goodness. I think you should censor the body first before posting it here.
But agree with everyone, this should be reported as abuse.
