Backlog fix for active reviewers: Give their submissions "normal" priority even in dense areas

Right now, Waypoint nominations in dense areas are waiting longer for decisions on submissions. Rural nominations are given priority. This is fair approach.

Unfortunately, nominations in dense areas are in queue or voting for many months. This is not fair to those of us who submit many nominations and who also review a lot in Wayfarer.

Solution: If a reviewer is very active in Wayfarer*, all of their nominations -- including those in dense areas -- should be given the same priority as rural nominations in their 3x3 S2Z6 area. This solution would reward heavy Wayfarer reviewers beyond the normal "upgrade" system. This solution would also encourage more users to review in Wayfarer because their nomination backlogs would be cleared faster.

This priority I am suggesting is not the same as the current Wayfarer "upgrade" system. The real "upgrade" system would still process nominations much faster. My proposal is just to level the playing field for nominations from heavy Wayfarer reviewers.

Here's an attempt to illustrate the new scale:

[Upgraded nominations] > [Rural nominations from all users; all nominations from very active Wayfarer reviewers] > [Dense nominations]

* To be determined by Niantic using beep beep boop beep computers. Example: The top 25% of reviewers who maintain "good" or "great" status can have all nominations normalized.

    Giving more priority would be great, but in special in the countries where you were able to submit before Wayfarer came out, the backlog is super long. I would change the priority itself. Maybe give less priority to "high Speed areas" where you need to wait a week ir less and for this change it to a longer time here and backlog some old submissions instead. Also, those high speed areas are often just submit trash. If it gets rejected, they submit it again. Thats the problem why the backlog even exists.

    guys, the easiest solution would be to have the system have a week every 3 month to "cleanse".

    that "cleansing" week would basicly mean that everything that is reviewed in this week will ONLY be the old stuff that is in the system. out with the old. out out out.

    Niantic could also place an event in this week where people all over the world would be able to earn more upgrades.

    -> but again, i can hear the WF-Team or someone from tech "moan" that tis would be not in the interests of XY, would not be following monetarisation rules, would not be compliant with tis and that ....

    in the end, there is always someone who says "we cannot du tat".
