About hospitals locations

I have been playing Pokemon with respect for years. In my city, there is a pokestop and a gym in a hospital. So there are sometimes groups of players in this place. And that hinders the emergency services. I requested the deletion of these POIs via the app and had a refusal. I still thought that one of the location criteria was not to interfere with the emergency services. Is it normal that Niantic leaves a gym in the middle of a hospital ?
