My understanding from past discussions in the forum was that the "hometown" location was meant to represent the place you were born in, the place you know best and have the most local knowledge about.
It's a bit of a shaky explanation, because plenty of people move around a lot even as kids, but I believe that was the Niantic-approved view on the subject.
You should not set your home location to the place where you currently live and play. You will automatically see submissions from your recent play area, so setting your home location to that is redundant.

I guess you could try to write to Nia support about it. They might give you one extra change.
Though, I think they should allow one change a year for home location as well. People do move around.
