Additional information:
I would like to appeal against a nomination being moved rendering it accessible only for 4 hrs in a day and inaccessible from outside the public.
This nomination is located inside a public park named, Ganesh Gogoi Kabita Kanon in which the said nomination is located. Niantic Guidelines states that
"" Placemarkers for Large Areas
Larger areas like dog parks or sport fields make great Wayspots, but it is important to choose the right placement of the Wayspot that respects the activity it was designed to support. Instead of placing the Wayspot in the center of an open field, park, or other large area, place it at the entrance or where there is a visible sign or placemarker. That encourages you to approach the area to visit the Wayspot, without having to enter or interfere with the activities within.""
By following the aforementioned guidelines, the said nomination was placed near the entrance (orange X, 26.754160,94.211638). Community moved it to blue X (26.754110,94.211448) which is not only inaccessible from outside from the sidewalks but also time restricted (photo showing time limit is added). Also, there is another bust in the park which was previously accepted as a POI. Since the community moved my nomination near to the other POI, it is neither visible in Pokémon Go or ingress. Kindly move back the POI to the orange X (26.754160,94.211638) for accessibility and conforming to Niantic guidelines. Thanks!

Comments
Wayspots should be located where the physical object is. Deliberately plasing the Wayspot way from the psychical object for any reason is classified as abuse. Reviewers were correct in moving the location the the physical object and this move will not be overruled by Niantic.
The entrance would be a proper location if you had nominated the park, but you nominated an object inside the park, so the correct location is where the PoI is, not where it fits better to you.
Niantic have never said a Waypoint must be accessible 24 hrs per day. I know of some Waypoints where you can only visit 1 or 2 days per year. If the park is closed at some part of the day that is not a reason to move a waypoint.
Appeal Denied - Thanks for the appeal, Trainer. Based on our research, this Wayspot does not meet our criteria for edit at this time.
@NianticGiffard.. Kindly change the language in the Niantic rules appropriately in this following paragraph so that people don't lose their nomination for nothing:
"" Placemarkers for Large Areas
Larger areas like dog parks or sport fields make great Wayspots, but it is important to choose the right placement of the Wayspot that respects the activity it was designed to support. Instead of placing the Wayspot in the center of an open field, park, or other large area, place it at the entrance or where there is a visible sign or placemarker. That encourages you to approach the area to visit the Wayspot, without having to enter or interfere with the activities within.""
The highlighted sentence directly contradicts your action. Either remove this completely or modify it accordingly so that people who follows the Niantic rules don't have to lose their time and energy for nothing.
Anyways, thanks for replying.
@WheelTrekker-ING.. Thanks for your inputs.
@sogNinjaman-ING.. Don't act like an employee of Niantic. The players who nominate have different and distinct interest than that of Niantic. Niantic is building this database for their business purposes. Whether or not any of the said nomination is accepted or rejected, everything goes on to their database. But as a player, we are interested in the game and has nothing to do with the database. We want more and more resources to appear in the game we play, Pokémon Go or Ingress. As a player, which I believe, you are, you should be inclined towards the interests of the playerbase and it's accessibility and expect you not to side with the company. Unless, you are an employee.
Having said these, your 1 or 2 day accessible waypoint is as good as not been in the game. Keep it up!
You nominated a bust. You did not place the marker on the bust, but several meters away. In fact, this is covered under the rejection criteria.
Abusive location
Locations that are intentionally and strategically placed to provide advantage to a single player or collective group. Or location edits that attempt to move the Wayspot away from the object with which it’s associated (for example, moving the Wayspot to a different city/country or moving it to a more convenient location).
And also:
Checking Location
The real-world location of a Wayspot is extremely important. We want players to see and experience Wayspots when they visit their real-world locations. Please make sure to examine the real-world location of the nomination using a variety of sources, including maps and street views. You will be asked to rate the real-world location by answering the following questions:
1. Is the location marker in the accurate spot?
2. Can the Wayspot be safely accessed if the marker was in the right real-world location?
And finally from the November 2020 AMA:
How close to the actual object or location should the pin be dropped in the nomination?
Since the main goal for Niantic apps, and therefore what the Wayspots should facilitate, is to explore and discover new locations around you, the marker pin should be on top of the object nominated. Submitters can verify the location selected before they submit the nomination but purposely moving the pin to manipulate a specific app’s gameboard is not allowed.
If #1 is is a no and the reviewer can see the correct location, they may correct the nomination's location, which is what happened in this nomination's case. You simply cannot place the location elsewhere simply because it is easier to reach.
Look at the title of the excerpt that you have posted: "Placeholders for Large Areas".
But you didn't nominate the park, you nominated a small feature inside of it, a bust, so the marker must be placed in the location of that object, otherwise it would be wrong.
"-I'm gonna see the statue, the game tells me that it's there...
What? it's not here, it has been removed.
I'm gonna report it so it's removed from the game and so I can fix this problem and help other people."
Agreed whatever you said. But, you are not understanding the point I am contesting about.
The issue is, it's doesn't appear in any of the Niantic games. And even if it did, if one goes to that place, they can see the directly in front of them. If aim of Niantic is discovering, which exactly is my aim, then, if a slight change is done (which is allowed according to Niantic). Ideally, I agree, it must be on the top, but in this case, it is not appearing on any game, so no discovery at all due to proximity to the other bust. Moreover, even now, the community moved location is wrong. Now it's placed over a fountain. Both the fountain and the base area of the bust appears white. So, it's anyways wrong. Is it abuse by the community then?
Anyways, thanks for your argument. I agree to all the points you made. But I was using the Niantic clause which allows proxy to huge areas to be placed at entrances for discovery and accessibility. Since, it doesn't appear in any of the games due to proximity (wrongly placed). That's why the effort.
It's like doing the whole labour and building a building for the community but only Naintic can use it. Not me, not other game members, only Niantic. I hope you understand the case I am making here.
