No "Submit and Finish Reviewing" option for 1* rejections and duplicates

When reviewing a submission, the main Submit button has a drop-down menu with an option to "Submit and finish reviewing." This option is not available when rating a submission 1* and selecting a reason why the submission is not eligible.
The same is true when marking a submission as a duplicate.

I can confirm this bug, too, @NianticCasey-ING, and I brought this issue up in the original Bug Report when we lost the message box. Unfortunately, that thread has been deleted.
Looks like they added it in.
