How am I getting a lower and lower rating?

My rating has gone from great to good to fair since the newest release of criteria in November and I don’t understand. I assume it is because I mostly reject ridiculous submissions. (I would guess that 75% of the submissions I review are either on private property, are a fast food chain type restaurant or are a mismatched location aimed at getting a POI closer to private property than it actually is.
Is the goal of the new criteria to get reviewers to approve more waypoints and be less critical? I’m super confused. Should I start two starring things instead of flat out rejecting them?

1* or 2* are both rejections as far as we know.
Make sure you understand well the "private property" rejection.
Being on a "private property" doesn't mean it's ineligible if it can safely be accesible to some players. A wayspot doesn't need to be publicly accessible to anyone.
It's ineligible IF it's on a single family private residential property, on K-12/school grounds, if it may obstruct EMS, etc.

About chain/fast food restaurant, remember what Niantic Casey said here :
For mismatched location : use your best judgement + think about the submitter's phone GPS error margin, etc.
