Fake Submissions - best way to report these.

I've just been doing a block of reviewing and come across 2 almost identical fake nominations where someone has removed a valid trail marker and is generating fake submissions by photographing the marker in different locations. So far, they are fairly easy to spot if you have done a lot of reviewing and the official trail map show the route of the trail is a mile or so away from the nominated locations. Also, the guy doing this is chatting to his mates about it in the local Group chat.
My concern is that some of these will get through. I've given both submissions a "1* - Abuse - Fake Nomination" rejection with details in the text box and made other reviewers aware. Is there any other way to flag these up to Niantic so they can take action quickly regarding these submissions and the reviewer?

There is the (in my eyes useless) abuse form. I have reported multiple of those Fakes via the form but without a report in this forum, nothing happened. Another way it to wait until it got approved and report it with some evidence. Also, if it is always the same location, create a photosphere there. This can get the submitter a hard time getting it approved
I agree with you completely, what I do is send a post here with all the info and wait for a mod to respond saying that it has scaled it, and then I report to the form. But little niantic movement, that's the truth. They prefer to do other things

Citation required that they are, in fact, doing anything at all.
i'm also using the abuse form, and they assiste me more than once.

I don't have this option available; under Abuse I only have Abuse, Explicit Content, Offensive, and Personal Info as options.
Normally it should be 1* mismatched location. Even if I donot accept a fake getting rejected because of a normal, non abusive rejection criteria
