I have noticed it since day one, but I have never recieved anything on it.

Whats the use of it?

I do not believe we can send private messages to one another (although we can write on each other's profile "wall").

I believe that private messages can be sent by moderators in cases of abuse or other acts of moderation.

Probably a feature of Vanilla forums (the forum provider) that Niantic specificaly deactivated, that's why we don't see any option to send private messages.
