These clusters of Pokestops was once reported in this forum, but by very unknown reasons these are back.

@NianticCasey-ING @NianticEG care to give explanation why those Pokestops are back? I thought half of the cluster were removed from the game.

OK, I may give you some answers because I lived in that city and I know the story.
First of all, that area is called "La Almozara" and is here: https://intel.ingress.com/intel?ll=41.661451,-0.892096&z=18&pll=41.661471,-0.893122
It's a widely known international spoofer camp for Ingress, a lot of accounts of unkown origin come from there. You can see them carry missions from all over the world.
I'd say it was a work from a group of people, but there was an ENL player, Patxi (I don't remember his ingame name, just his telegram), who lived there. I was told that he was the person who was the person in charge of moving and submitting portals. All of the portals are graffities surrounding a football field. That person, was the green POC during IFS of 2019 before I moved to the city, stormed it, and I broke "officialy" the relationships between ENL and RES because I kept destroying their L8 farms.
These Pokestops were always there, I recall to go there 2-3 times and you will see all of them full with baits, pokemon everywhere and 3-4 gyms, it's very difficult to play there, sometimes the game even freeze. Now that I see more closely the picture, I'm glad they removed the gyms, but still, is a highly spoofed area.
At least they have deleted a lot of POIs there now. If you take a look at the Intel map, you can see that every POI is how it should be without any POI closer than 20m.
