Why is Air Traffic Control Tower Listed

I have gotten this as a nomination twice and denied it both times for no pedestrian access. I just noticed it is in the list under transportation. Air traffic control towers are on active runways ... why would they qualify?

Because the "What's this" is not a list of valid candidates.
It's a list of objects that you can find in the real life, like schools, which are non-eligible candidates but they appear in the list.
I would approve it when you can visit it or it is a tower which is not active anymore and still remains as a historical object. Otherwise I wouldnt approve it because of pedestrian access. Those towers are important and also not a playground. often on high risk areas of airports.
Niantic could help keep only eligible objects/locations on the "what's this" list, it would help the community.
Almost everything can be eligible, there are a few exception of things listed as non-eligible. Everything else just have to follow criteria.
I do notice some ineligible things on the list, so I wonder if it's something for reviewers to use so Niantic can see anything similar to what your talking about can also pop up, and act accordingly, and maybe even have them on file as something they can use as honeypots to catch those who don't follow the rules on reviewing wayspots. I also do see stuff like Fire Station and Police Station on the list as well (things we should also automatically reject).
