That looks like it IS in the grounds of a school (De Tol Christelijke Kindcentra ) which seems to be about the only reason it WASN'T rejected for first time round, but that should be the correct one.... I know you protest in your supporting information that it isn't but from Google Street View it looks like a slam dunk school property submission.
Agreed - on school grounds. The sign on the building begind it say "De Tol Christelijke Kindcentra", a school or childrens centre. 1* rejection -K-12 guidelines apply.
What they said. Maybe you could've gotten away with it if you didn't have half the sign on your leading photo. Though it makes people really suspicious if you actively describe that the object isn't on a property, since a proper submission doesn't have to be defended.
That said, if i saw this one fly by, i might've even rejected it as a temporary display. It doesn't look permanent, but more like some child or player made a quick little spinning top doodle with markers and made a picture of it.
There may not be a fence or wall round the school to mark the actual boundary, but it's so close to the buildings and what is presumably the school car park that you won't get this accepted. That path isn't somewhere to have adults hanging around a stop/portal.
