Can't select upgrade

I can't change my upgrade next it's stuck on a random nomination not even earned the upgrade yet as I want it on another one

Thats normal. Not a bug. You cant change your selected submission once marked as "Upgrade next"
Unfortunately once you have chosen a nomination to apply the upgrade next flag to you can't reverse that decision.
The upgrade next flag will only become available again once that nomination has been upgraded or you withdraw it.
