Serial spam from a submitter in Minnesota

At the advice of some of my fellow Wayfarers, I wanted to raise attention to a serial spam submitter in Minnesota. I already rejected 5 of them as "abuse" but they are still showing up in my queue. I'm hoping a somebody at Niantic sees this sooner, with my post on the forums.

At the same time, my valid submissions which are over 6 months old aren't getting any traction because of where I live.

Maybe the algorithm of what gets evaluated should also include a factor for the approval:rejection ratio. If you have a track record of 1* evaluations, your submissions should go at the bottom of the queue, no matter where you live.

If he submitted it as a potential wayspot, he's not afraid to show his face. Heck, he even provided his email address, which was redacated.
