What am I doing wrong?

This type of stops are very often accepted in my region of the country. It's a pole on the side of the road warning people there is a school nearby. It's NOT on the school premises, it's the city placing them in the streets. It's on the public part next to the road. But this one keeps being rejected. Second time even for, and I quote, "targeting other players with the purpose of abuse, ridicule, trolling, or harassment"?? Please tell me your thoughts on what I'm doing wrong.

By your description, it's essentially a mass-produced traffic sign, only a bit more creative-looking that the usual ones.
It's not eligible and other poles like it should not have been accepted in the first place. That is why you don't use existing Wayspots as guides to what is eligible.
There's also a car in the picture and maybe the license plate could be read on the main image? So that could be the reason for the targeting rejection, even though correct would be 'visible license plate'.
Unless these are all different creatures and kind of unique, I wouldn't say its eligible anyway.
I'm not from Belgium and I remember that I've seen that octopus before as someone also complained that their pokestop wasn't accepted, so yes, mass produced.
