most small towns and villages have no gyms in them
we need a way to submit and upgrade request
plus if you don't have anything around your area that you can submit as a stop how about buying a Pokemon coin with eevee or pikachu on it and can be mounted on a lamppost or wall to make a stop in your housing estate .
