Change the numbers of submissions people can do!

There are many people who wait for like 10 months for a review of their stop now.
I have some open and without an upgrade you have to wait for almost a year. Of course im doing my cut and reviewing submissions.
Is it possible to change the submission possibilities.
For example: for every 5 reviews/agreements, you get 1 submission option.
This would be helpful to clear the HUGE backlog there is.
When the backlog is gone, leave it this way, or change back to normal.
People are not putting any submissions in now, coz of the waiting time. Its a shame for everyone.

I disagree. What they need to do is raise awareness to the wayfarer website with in game notifications and frequent posts on social medias.
Also tell people that rating the cultural value or visual unique criteria 1* creates a rejection even if other things are rated highly
Yes, the queues keep growing.
People in fast turn-over areas are happy with the system, they send, wait a little and then they move to the next one or renominate until it's approved.
On the other hand other people have to review hundreds and hundreds of nominations in order to put theirs in front of the queue, and then they become angry if they are rejected

What I would like to make the playing field a little more fair is to get your upgrade back if your nomination is rejected.
Doubt anyone would spend hours to upgrade a poi they didn’t think was worthy.
No. Just no.
Just think of those newbies who submit junk. They'd keep re-submiting the same thing all over and over. People would review less because of that one upgrade.
I'd rather like to get my upgrade back if I withdrew an upgraded submission while it's still in queue.
How is that gonna help? People who want to review, already know how to find it. There is just no drive for people to review. Make the drive bigger and people will review more. Most people find it boring to do. Doing 100+ reviews for an upgrade is a lot for many people. So they just dont review, submit all kinds of stops and think i dont care when they are reviewed. People can submit 7 in 14 days. Thats 150 submits in a year!! If 100 people do that....its 15.000 submits. Without anyone caring about reviewing.
If you only can submit, when you have reviewed 5, it will be a trigger for people to do some reviews.
This way you just create more queue! If everyone can keep using their upgrade, they keep pushing rubbish in. An upgrade wouldnt be any value anymore, coz many people will have one and the queue for upgraded submissions will bigger. Then you have to wait weeks, even with upgrade.
What you don't seem to understand is that a system like Wayfarer is absolutely reliant on users being dedicated and honest. If you lure/force people into doing it, it will cause the overall quality and reliability of reviewing to drop dramatically. The system is imperfect as it is, with people deliberately disregarding guidelines and trying to trick the system all the time. If you add people who care even less because they're only doing it for submissions/items/whatever, that's a recipe for disaster.
So many people are already doing it only for the upgrades.
If you cut from the nominations those that don't care at all the system will be more fluid, and at the very least those that join wayfarer to review have to pass the exam so they will read the nomination criteria.

My comment was a suggestion to level the playing field for those that submit rural vs urban. There is that well-researched post in recent discussions about dead zones for approvals which seems like a huge task to fix, and I just think, as a band-aid solution, that an upgrade can instead expire when you get an agreement.
Those that submit rubbish likely aren’t reviewing anyway.
Anyway, that’s my experience in my local wayfarer communities (I have the privilege of being able to submit in both an urban and rural area so I know the pain and benefit). However, we don’t have the abuse that others seem to around the world which is why the discussion is nice!
