If it is not visible in PGO, then it is in an occupied lvl 17 s2 cell or too close (<20 meters) to existing POIs
has there been an explanation as to why the s17 s2 cell rule is only for PGO and not Ingress or WU? i have seen several POI's that are over easily more than 20 meters away from another POI, but because of the s17 s2 cell rule they appear in Ingress and WU and not PGO. why the discrepancy? why not do away with the s17 cell and enforce the 20m rule?

Ok, I'm ignorant here, so please bear with me.
I have had, recently, the majority of my accepted nominations never 'activated' in PGO is what I call it, which is pretty darn depressing to be honest.
From what I am reading here, and elsewhere i am wondering is this unusual and being caused by some glitch ?
Or is there a conflict with some other,, game, using the same POI's ?
If it is a conflict with another game, how do you know so I can avoid it ?
I deliberately avoid nominating POI's very close together, the closest I can ever recall to each other was maybe 60 yards minimum, and they were both accepted and activated.
The last five accepted but never activated were several hundred feet at the closest to another Stop in one case, and the rest several blocks and even miles away from another active Stop.
I live in a rural area so most of my nominations are in parks and isolated rest areas or historical sites etc.
I guess what I am trying to figure out here is if something is causing these accepted nominations not to activate in PGO, or are these nominations conflicting with another game causing this or what ?
If so how do I go about resolving or avoiding the problem in the future, this is getting frustrating.
I used to enjoy hunting down interesting POI's to nominate, in fact I have become well known enough in the area for doing so that I have had several young lower level players in small towns request I visit their area and hunt some down for them to make their game more enjoyable.
One such small town I single handedly transformed from having only one stop and no Gym to a 12 stop with two gyms.
The majority of active players capable of nomination in this area all coordinate our nominations so we do not negate each other so I am sure that is not the problem, plus it would show up upon reviews should that be the case.
However having the majority of my last nominations never activated I have ceased doing this in fear it was forever negating such POI's from play with a duplicate rejection.
Any help would be appreciated.
@Loki221978-PGO There is no official explanation, but the explanation is that Niantic and their partners have agreed on different density rules for different games. In the case of Pokemon Go it is at least partially so that there is plenty of room for spawns between waypoints without constantly clicking on the wrong thing. (This happens in Wizards Unite a fair bit, and it drives me crazy.) Ingress does not have things spawning on the ground that you could click on accidentally, though very occasionally there are things dropped on the ground. There is also a disambuation screen between tapping on something and getting it, and that appears when you tap on multiple things. It can be frustrating.
@Derechoes-PGO There is one master database of wayspots that feeds into all of Niantic's games.
In Ingress, essentially everything in the database goes live as a portal. Ingress was Niantic's original game, and if you see my comment above you'll know that there aren't things spawning between wayspots like there are in PoGo and HPWU. That allows more density.
In PoGo and HPWU only some of the master wayspots go live in each game. Especially in dense areas there are probably things in the master wayspot database nearby that aren't visible. Let me give you a small example from my neighborhood. In the attachment, every orange circle is a portal in Ingress. The ones that have red pins on them are also in Pokemon Go. The ones that have purple pins on them are also in Harry Potter Wizards Unite.
If you submitted something in PoGo and it was marked as a duplicate then either one of two things happened. One, reviewers thought it was the same thing as something else that was already in PoGo. Second, reviewers thought it was the same thing that was already in Ingress (and maybe HPWU) but is not in PoGo. You can play Ingress and look, or play Ingress and use the Ingress intel map beforehand.
There are specific density rules in PoGo that don't apply to Ingress, and a different set of rules for HPWU. If you submitted something in PoGo and it was accepted but it never went live in PoGo then it's because there were other things in the area already that blocked it from going live. Someone else will fill you in on the details of S2 cells and PoGo density, but that's the executive summary.
Well at least that helps somewhat.
I find it hard to believe some of those accepted nominations were interfering with any other game however, several of them are isolated areas where there was never any PoGo activity until I started nominating a couple of POI's.
The ingress players around here were far and few between judging by the number of stops we started out with, and they obviously did not wander far from home in town, our largest local Municipal Park had zero stops until I Acquired the ability to nominate poi's it now has 15 and 5 Gyms.
Same goes for a local State Park, it had nil at the historical Dedication Site and surrounding parks where the POTUS dedicated the Huge Government Works Project, I have since installed 12 Stops and 4 Gyms, plus two accepted nom's that were never activated, it is still a work in progress temporarily on hold during the winter.
It is sure frustrating to ,, check out, the POI's for sometimes months waiting for the foliage, and just the right lighting to get a good picture, then watch it be accepted, but never activated.
I have two friends who play the harry potter game and they tell me that none of my nom's that have failed activation have ever collided with its stops or whatever they are called.

Install Ingress once (it won't hurt you, I promise) and then you'll be able to see all the existing wayspots in the map.
you simply have to learn the use of S2 cells for a better nomination for Pokemon Go
@Derechoes-PGO If you tell us your location we can show you what's currently there in Ingress.
Also, "interfering with any other game" isn't quite the right way to think about it. "Already exists in the wayspot database, but isn't visible in Pokemon Go" is more accurate.
