The do some reviewing and earn an upgrade.
However, I doubt that nomination will ever accepted.
It should be rejected for having a person in the photo. I would already take a new nomination of this spot if you think its eligible
The time your request goes from queue to voting and from voting to accepted or rejected depends only on 2 factors: cells S2 and the number of Wayfinders in your local community
It can take several months or more to finish the review process.
I submitted a few about the same day. One was approved yesterday, still waiting on the others.
Also, I agree with the photo being ineligible. Submissions containing photos with people are forbidden.
