POI finally synced to Pokemon Go but hasn't turned into a gym yet in Pokemon Go?

My POI (submitted Jan 16, accepted Jan 20) went through a few days ago once the niantic team (@NianticCasey-ING) resolved the issue with an interrupted sync between Wayfarer & Pokemon Go for the period from Jan 15-20. Since there already was an existing Pokestop in the level 14 S2 cell prior to my accepted POI, I expected the successful sync of my POI to result in one of the two stops becoming a gym. However, this hasn't happened yet or at all...
A second POI of mine (submitted Jan 21, accepted Jan 23) successfully synced into Pokemon Go with today's (Jan 24) scheduled sync and is also in the same level 14 S2 cell. At the moment, the level 14 S2 cell shows three Pokestops (as opposed to the 'expected' 2 Pokestops and 1 gym).
Can anyone kindly advise if the process for Pokestops becoming gyms has changed? (Or is this a bug/issue, perhaps even related to the previous sync bug?)

It might be a bug, I has no problems the last time. Also, the area could be gym-geoblocked. That means that the POIs in this area cant be gyms. Sadly, there is no way to test this.
Thanks @LukeAllStars-PGO! Hmm, I'm fairly certain it's not geoblocked (the S2 cell in question is in a residential neighborhood in NYC and the surrounding cells all have gyms and Pokestops - I imagine it'd be quite peculiar for this one cell to be geoblocked while the others aren't?)
I believe this might be a bug - I wonder if anyone else has had problems since the recent interrupted sync that @NianticCasey-ING had addressed...

As an update to my previous post:
A POI of mine (submitted Jan 21, accepted Jan 24) successfully synced to Pokemon Go in a neighbouring level 14 S2 cell which caused the already existing Pokestop in that neighbouring cell to turn into a gym.
The level 14 S2 cell that I referred to in my first post still shows three Pokestops as of today's sync which leaves me wondering if that cell itself is buggy, if that cell is for some reason geoblocked, or if there is an outstanding bug related to interrupted sync from Jan 15-20 which is affecting the 14 S2 cell(s)...
Can you kindly advise please @NianticCasey-ING?
There hasn't been any change - the cell still shows 3 Pokestops:

Hi there, @PetrePaul-PGO! We have looked into this location and everything is working as intended. We apologize for any disappointment this may cause, however, not all Ingress Portals become PokéStops or Gyms.
@PetrePaul-PGO after looking into this on the Ingress Intel map, it appears that L14 cell already has a total of 4 Wayspots.
Although I wasn't able to double check the nomination ID's for the exact matches, I believe that in the comment below, you referred to the top three Wayspots I just mentioned.
It's possible you might've missed the 4th Wayspot, "Vintage Historical FDNY Pull Box (#4423) - Flushing", because of its close proximity to the bottom edge of the cell. If the other three are still Pokestops in PGO, then this one should be your "missing" gym. Hope that helps.

And thanks to you too @Cadester22-PGO - the resource I've been using (Pogomap) shows The Manna Presbyterian Church in a neighboring cell (granted, on the border but neighboring nevertheless) which is why my count was three (Good News and the two pull boxes) for the S2 cell in question
