Missing Pokéstop that appears to follow all known rules

I had a submission approved at 4:34am PST on Jan 26 and I was expecting it to show up in Pokémon go yesterday, but it still hasn’t shown up today. It is in Ingress at the location I submitted, it is in its own S17 cell, and the next closest stop is about a hundred meters away. The Interbay Golf Center portal is in Ingress and Pokemon Go, but the Miniature Golf portal is only in ingress. Hoping for clarification as to why it isn’t a stop, as far as I know it follows all rules. Thanks!
