Having too much fun at the pharmacy

Someone working at a Minnesota Walgreens has submitted 2 POIs from behind the counter. It's a looming privacy issue, not to mention bad submissions. Zooming in, I can read the name on the Caller ID in one of the photos.
Both submissions from Walgreens at 1133 ROBERT ST S, West St Paul, MN.

What would be the best way of a) rejecting these and b) making Niantic aware of spam nominations like these? Do they count as "Inappropriate Location" or "Abuse" or just "Generic shop - not interesting". Niantic have this paragraph on their criteria pages:
Nominations submitted by accounts with a history of spamming inappropriate nominations
If we believe you are spamming nominations inappropriately, you will receive a warning and may lose nomination privileges for repeat offenses.

I'd say stuff like this should be "abuse". Not only is this blatant privacy violation like cbat said, but the submitter obviously knows these are invalid submissions. Users like this deserve account strikes.
If there's potentially sensitive information on that computer screen I'd even consider contacting the pharmacy directly because they really should consider running a short privacy course for their employees. I'd expect my local pharmacy to treat my personal information with a little more respect than this, and would want other pharmacies to do the same for others.
