Graffiti outside private homes

In Brazil, graffiti on the external walls of private homes is very common and was being accepted as a waystop.
For some time now, based on the “private property” criterion, these old stops are being reported and removed.
Example:
Therefore, there is a case inconsistency, graffiti is an example of artistic expression, where artists are hired by the owner to execute the art.
I would like a position of discretion, is it valid or not graffiti outside the houses?
because in my opinion and using common sense, they are visually unique arts and should remain as waystop.

Anything on private residential property is invalid. That includes any graffiti or murals painted on the outside walls of the house, fence, or security barrier. Niantic does not make exceptions to this rule.
According to Niantic's guidelines it is not eligable and is subject to removal when reported.
anything that's on PRP, wich includes the walls and fences, is automatically ineligible and removable. This has been clear for a long time now.
Before anyways says that the class action lawsuit settlement only affects the US, this rule has been in place long before the lawsuit ever took place. All the lawsuit did was simply reaffirmed why the rules regarding private residential property exists in the first place.
Yes, those are invalid because they appear to be on private residential property. When they are reported, Niantic will remove them. As for how Niantic defines private residential property, you only need to read the last AMA.
Niantic doesn't allow private residential addresses.
I can see it coming up as ineligible repeatedly
