It appears to be a very generic restaurant that's part of a chain (at least I found similarly designed restaurants with the same name in Tomsk and Yekaterinburg as well with a quick Googling). That makes it automatically ineligible unless it has some unique cultural or historic importance, which I very much doubt.
The rejection reasons are nonsense, of course, but that's unfortunately extremely common. The rejection itself is correct, though.
Just because it is a restaurant doesn't mean it automatically eligible. You still have to convince the reviewers that the restaurant is popular by showing the evidence. And with such a short description, it doesn't even appear you made the attempt.

And what would you think it's eligible? Could you provide more information about this restaurant, and supporting information you use?
We can see everything on the map. In supporting information, I described that this is a new and popular place.
