Removed POI

Is there a way to know which POI were removed? I submitted a POI that has been removed a while back (I did not know), so I 'lost' an upgrade.
It was a valid POI that was probably removed following a complaint from someone living close to this. It seems that every time we try to submit something in this small cell, it's rejected, even if it seems a valid nomination. Have you ever experienced something like that? Is is possible that a cell can no longer have a POI even if it's not the same that the one rejected?

The property owner can request Niantic to not allow any PoI in their property. Here's a recent example where they have confirmed it:

No, there's nothing preventing submitting clearly invalid nominations like duplicates of existing wayspots.
There might be some other issue with your nomination, post your data in the "Nomination improvement" section
