ABUSE - A user keeps submitting selfies of themself

I have now repeatedly reviewed and reported for abuse a person who is submitting selfies of themself as a Pokestop. I have encountered this three times now. It is shocking to see the most clear cut abuse being ignored by Niantic. Pictures of the submissions below:

This person looks high as a kite. Definitely doesn't need access to Wayfarer in any capacity.
