Need help improving. Rejected Pokéstop.

Hello fellow Wayfarers.
My recently submitted Wayspot was denied due to the following reasons:
"Insufficient evidence that the nomination accurately reflects the submitted real-world location based on comparison of the submitted photo and map views, Nomination does not meet acceptance criteria, Nomination does not appear to be permanent or appears to be a seasonal display that is only put up during certain times of the year."
The plaque isn't incredibly visible on Google Maps, but if people looked a bit better, you can definitely see it, as shown in the bottom picture.
It's definitely a permanent display that has been there since 2000, as you can see how weathered the plaque is in the first picture.
Any tips would be greatly appericiated.

Put the object on the supplemental picture. Thats a "must have" for such POIs.
Not sure what the plaque it self says. Simple plaques generally aren’t eligible. If it has historic value or possibly information on something then maybe

It's a plaque of a tree that has been planted in memoriam of the lives people lost during a Firework Disaster back in 2000. Definitely felt eligible.

But it was rejected again, now due to "The real-world location of the nomination appears to have explicit or inappropriate activity, Photo is low quality (e.g., pitch black/blurry photos or photos taken from a car), Nomination does not meet acceptance criteria."
Can't seem to win here..
The plague seems be in the yard of a large building that can be seen in streetview. Show that building, not just the tree and the plague in the support photo.
Also your support text isn't really helping. Your text in this thread was better.

Too long propably, edit as needed.
ps. If it's on the property of fire station you might have trouble convincing reviewers it won't interfere the emergency functions of the station.

This is good advice. Make the supporting info image so that it matches the streetview as much as possible but you can still see the writing by zooming right in. Landscape images can help as they look better in Ingress and besides that's how our eyes work - think about your television, you don't prop it up sideways.
I think you have over 300 characters to work with in supporting information.
Reviewers may still think that you have just placed something you have made yourself especially if the streetview is a recent photosphere. If there are older google street views and the plaque appears in them then say this and the years as it helps prove permanence.
