My country is barely getting stops and everyone's rating dropped probably because of manipulation.

I actually Live in Morocco and my small town have a confirmed count of at least 50 players but half of them can't vote and half who can are too busy with work/studies. Even when there was a strict lockdown due to the world crisis almost everyone got back to playing/voting and we could see upgraded nominations accepted or rejected in around 15-20 days. now when everyone got back to their usual routines with the partial ease of lockdowns, few people are voting and some small towns are struggling to get a few pokestops/portals, some of my upgraded nomination are still in voting after almost two months which is insane.
We are also facing a very strange problem, almost everyone's rating dropped to poor or fair and that's maybe due to the huge number of nomination that have not come to an agreement in months and manipulation(I'll talk about it later), which may in itself explain why no nominations got accepted recently because as speculated only the wayfarers with good rating is taken into account.
The rating was most likely manipulated by a group players on a private whatsapp group where it was reported that they are boosting their ratings and their chances of waypoint approval by mass rejecting anything that is not posted on their group.
I hope that this gets attention.

If the people don't review then the nominations won't get approved by themselves. Keep in mind that 2 months isn't as long as you think, if you read this forum there are other people waiting for over a year to hear back anything about their nominations.
And rejecting everything surely is the worse way to boost the rating of anyone.
My bonus location is set to expire in a few months. Are the nominations in your country in English, or are they in another language? If the majority of them are in English, I could consider switching my bonus location to your country in April.
I often talk about "local cabals". When I hear stories about private chats with a lot of people who reject everything that isn't submitted by them this is actually what I'm talking about. I hate that groups like this are ruining the submission process in some areas.
